5th edition of Youth Internet Governance Forum in Cameroon
Youths, the Hope for a Secured Internet Across Inclusive Governance
Young people at the 5th edition of the Youth Internet Governance Forum in Cameroon, held in MINPOSTEL on Thursday 13th February, 2025, under the theme “Youth and Digital Transformation: Towards an Inclusive Secured and Sustainable Internet,” were reminded of their imperative participation in decision making on internet related issues.

The Internet Governance Forum (IGF) is a multi-stakeholder governance group for policy dialogue, created under the auspices of the United Nations Organization. It brings together governments, civil society, the private sector, and technical experts around the challenges and opportunities related to accessibility, governance, cybersecurity, online rights protection and the internet.
Youths being at the forefront of technology, it is absolutely necessary to get them take active part not only in conversations and decision making but also for awareness raising, empowerment and capacity building purposes.
It is within this backdrop that the 5th edition of the Youth internet governance forum in Cameroon took place this year under the theme: “Youth and Digital Transformation: Towards an Inclusive Secured and Sustainable Internet.” The event placed under the distinguished patronage of the Ministry of Posts and Telecommunications was presided over by the Secretary General of Minpostel, Mr. Mohamadou Saoudi, personal representative of Minister Minette Libom Li Likeng.
Speaking at the event, he outlined some of the major challenges of digital transformation such as the digital divide between urban and rural areas in terms of access to ICTs and the internet, cybercriminality and cyberharassement, as well as digital pollution necessitating awareness in the face of ecological impact of digital technology and the adoption of more responsible practices. “With the fast growth of digital services, digital insecurity takes different forms and represents increasing challenges not only for individuals but also for institutions.” He said. Reason why the Minister’s representative prescribed collective and inclusive participation to brave the odds. After this diagnosis, Mr. Mohamadou Saoudi’s call was clear, “to leverage these challenges, actions such as the reinforcement of digital education and cybersecurity, high level sensitization on cybersecurity across the media, the reinforcement of the legal framework and regulation and the promotion of digital innovation must not be undermined.” He said.
While calling on the young participants at the event to grasp the opportunity in making their voices heard and opinions considered, a strong invitation was made. “Do not remain passive consumers of digital technologies but instead become active and responsible participants shaping the future of the digital world. I also enjoin you to take the posture of ambassadors towards your peers and to promote a more ethical and responsible internet.” he concluded.
The Chief of Technology and Innovation Section in the United Nations Economic Commission for Africa, Dr. MACTA SECK, pointed out that if Cameroun must fully benefit from the dividends of the internet, there is need for a joint force between the public and private sector to address issues on the regulatory framework, capacity building, support to startups, security and cybercriminality and the environment.
The Director of Communication and Archives in the Ministry of External Relations, Mr. Jean Patrice KOE and MOIKA NDOKI representative of the Coordinator of Youth Internet Governance forum in Cameroon, both aligned to assert of the indispensible role of digital technology in the economic growth of every country especially with the participation of youths who happen to be at the central role in building a safer internet.
Themes such as AI: what opportunities and challenges for Cameroonian youths, Youths participation in local governance: what tool to increase youth involvement in co-constructing a digital public service, Access to internet in rural and urban areas: the challenges and solutions for a successful digital inclusion in Cameroon and Cybersecurity and youths, how to protect our personal data in the digital era served as basis for discussions to arrive at recommendations geared towards fostering the ongoing exchanges on internet governance and the development of the digital industry in Cameroon.
The event was attended by a cross section of youths from public and private higher learning institutions, technical experts, public and private stakeholders and administrations as well as members of the civil society.

Parliament Adopts Bill on the Protection of Personal Data
The bill relating to the protection of personal data shouldered by the Ministry of Posts and Telecommunications was summoned, questioned and adopted in parliament on November 26th 2024, after its presentation before the Constitutional Law Commission of the National Assembly on November 19th 2024.
