Addressing of the city of Ebolowa

  • the anarchic development of urban settlements;
  • development of network services;
  • the modernization of Cameroonian cities;

  • the implementation of the recommendations resulting from the work of the AU and UPU experts in Yaoundé in 2013;
  • the development of acts of terrorism in the absence of a system of identification of persons;
  • the evasion of state revenues;
  • difficult management of rescue services;
  • the development of electronic commerce.
    1. OBJECTIVES

    2.1- General objective

    The overall objective is to provide the city of Ebolowa with an urban management tool and a modern tool for tracking and distributing postal items.

    2.2- Specific objectives

    More specifically, it will be:

    • reduce false directions of mailings;
    • increasing the profitability of mail and operating margins;
    • contribute to improving the quality of the mail service;
    • improve the brand image of postal operators;
    • put in place an instrument for planning operators to cover the national territory;
    • coding of lanes and doors;
    • define practical modalities for mapping, numbering and surveys, paneling and address files;
    • assign a name or number to streets and homes;
    • put the signs in the intersections and some streets;
    • edit an addressing plan;
    • edit address plates;
    • train staff in addressing techniques;
    • set up the National Steering Committee;
    • set up the Local Technical Addressing Unit.

     

    1. ADDRESSING ACTIVITIES

    The following activities have been foreseen in the framework of the related contract awarded to the Cabinet Global Engineering Solutions:

    • take stock of the city of Ebolowa;
    • codifying the roads and cutting the city;
    • determine the numbering system to be applied to doors;
    • determine the direction of numbering progress;
    • determine the areas to be addressed as a priority;
    • determine the scope of the operation: buildings or street furniture;
    • determine the pilot site for the operation;
    • present the mapping of the addressing plan;
    • estimate the number of doors to be addressed;
    • materialize the numbering of the doors;
    • Determine who is responsible for numbering and investigation;
    • determine the types of data to be collected during the investigation;
    • evaluate the expected effects;
    • estimate the number of track panels to be laid;
    • propose the type of track panel;
    • give the plate manufacturer selection procedure;
    • determine the persons responsible for laying the plates.

     

    1. THE RESULTS OBTAINED (Phase 1 and 2)

    At the current level, the following activities have been carried out:

    • the inventory and the urban and human diagnosis of the city of Ebolowa;
    • the establishment of the Technical Unit and the Support Unit for Addressing;
    • the training of the members of these Cells;
    • the mapping of the city of Ebolowa;
    • the implementation of the addressing file;
    • the coding of lanes and gates;
    • addressing the test area (district KOVO'OS 1).

     

    1. OUTLOOK

    - the generalization of addressing to the rest of the city;

    - and the paneling;

    - implementation of geo-referenced postal codes;

    - setting up of the National Addressing Commission under the diligence of MINATD and in relation with the stakeholders.
