The Inspectorate General in charge of Technical Matters's missions

 

Under the authority of an Inspector General, the Inspectorate General in charge
of Technical Matters shall be responsible for:

− Auditing and assessing the internal functioning of the technical services of the Ministry, as well as the institutions under the supervisory authority of the Ministry, and the attached bodies and projects;
− Evaluating the performance of the Ministry’s technical services, institutions under its supervisory authority, as well as attached bodies and projects, in conjunction with the Secretary General;
− Informing the Minister on the quality of the functioning and the output of technical services ;
− Controlling and assessing the implementation of Agreements on mutual recognition between Cameroonian certification authorities and foreign certification authorities.

In addition to the Inspector General in charge of technical matters, it shall comprise three Inspectors.
In the accomplishment of their duties, the Inspector General in charge of technical matters and the Inspectors shall have access to all the documents of the services they control.
In that capacity, they may:
− Request in writing, information, explanations or documents from the officials of the services they control who shall be bound to comply within set time limits;
− On request and at any time, use the personnel they need from other services of the Ministry;
− Whenever need be, call on the forces of Law and order, after due notice from the Minister and in accordance with the legislation, to assist them or to make a written report of instances of misuse of public property;
Following each inspection or control mission, a report shall be submitted to the Minister. A copy of the report shall also be forwarded to the Secretary General.
The Minister shall forward a quarterly monitoring report, as well as an annual report on the activities of the Inspectorate General in charge of technical matters to the Prime Minister, Head of Government;

MINPOSTEL's missions

The Ministry of Posts and Telecommunications shall be placed under the
authority of a Minister.
(2) The Minister of Posts and Telecommunications shall be responsible for the
development and the implementation of the government’s Posts, Telecommunications
and Information and Communication Technologies policy.
In this regard, he shall:
- Study, set up or make it possible to be set up infrastructure and equipment
corresponding to the Posts and Telecommunications sectors;
- Ensure the development of Information and Communication Technologies (ICTs),
as well as electronic communications in all their forms, in conjunction with the
Administrations concerned;
- Ensure the promotion of investments in the sector, in conjunction with the Ministry
of the Economy, Planning and Regional Development and the Bodies concerned;
- Ensure or make it possible to be carried out the training of the personnel of the
sector;
- Monitor the activities of mobile or satellite telecommunications companies.
- Monitor activities relating to e-commerce and issues of cybersecurity and
cybercrime, in conjunction with the Administrations concerned;
- Develop, analyse and keep statistics relating to the domain of Posts,
Telecommunications and Information and Communication Technologies (ICTs);
- Monitor activities of regulatory Bodies operating in his sector of competence;
- Liaise with the Government and the Universal Postal Union (UPU), as well as with
the International Telecommunication Union (ITU), in conjunction with the
Ministry of External Relations.
He shall ensure the supervisory authority of:
- The Telecommunications Regulatory Board (TRB).
- The National Agency for Information and Communication Technologies (NAICT);
- The Cameroon Postal Services (CAMPOST);
- The Cameroon Telecommunications (CAMTEL);

In addition, he shall ensure the supervisory authority of the National Advanced School
of Posts and Telecommunications (NASPT);

To carry out his missions, the Minister of Posts and Telecommunications shall
have:
- A Private Secretariat;
- two (2) Technical Advisers;
- two (2) inspectorates General;
- A Central Administration;
- Deconcentrated Services.

MISSIONS DE L'INSPECTION GENERALE CHARGEE DES QUESTIONS TECHNIQUES


Placée sous l'autorité d'un Inspecteur Général, l'Inspection Générale
chargée des Questions Techniques est chargée :
- du contrôle interne et de l'évaluation du fonctionnement des services Techniques
du Ministère, des établissements sous tutelle, ainsi que des organismes et projets
rattachés ;
-de l'évaluation des performances des services techniques du Ministère, des
établissements sous tutelle, ainsi que des organismes et projets rattachés, par
rapport aux objectifs fixés, en liaison avec le Secrétaire Général ;

The Inspectorate General of Services's missions


Under the authority of an Inspector General, the Inspectorate General of
services shall be responsible for:
- The internal audit and the assessment of the functioning of the central services,
institutions under the supervisory authority of the Ministry, as well as attached
bodies and projects;
- Evaluating the performance of services in relation to the objectives set, in
conjuncture with the Secretary General;
- Informing the Minister on the quality of the functioning and the administrative
and financial output of services;
- The follow up of the implementation, and regular assessment, of organizational
techniques and procedures as well as streamlining administrative work, in
conjunction with the competent services of the Ministry in charge of
Administrative Reform.
- Implementing the strategy for the fight against corruption, in conjuncture with
the Ministry Unit for the Fight against Corruption.

In addition to the Inspector General of services, it shall comprise three (03)
Inspectors of services.
