The Secretariat General's missions

The Secretariat General shall be under the authority of a Secretary General, who shall be the Minister’s main collaborator and shall monitor the smooth functioning of the Ministry Affairs. To this end, he shall receive the necessary delegations of signature.
In this capacity, he shall:
- Co-ordinate the activities of the services of the Central Administration, Deconcentrated Services and Committees created within the Ministry and hold co-ordination meetings, the minutes of which he shall forward to the Minister;
- Define and codify internal procedures in the Ministry;
- Ensure the continuous training of the staff and, under the authority of the Minister, organize seminars, refresher courses, further training and
specialization courses;
- Follow-up, under the authority of the Minister, the actions of attached services whose programme of action he shall approve and for which he shall receive an activity report;
- Ensure the speedy processing of files, centralize archives and manage the documentation of the Ministry.

When the Secretary General is absent or unable to carry out his duties; the Minister shall designate a Director to stand in for him.

The following services shall be attached to the Secretariat General:
- The Legal Affairs Division;
- The International Co-operation Division;
- The Training Unit;
- The Follow-up Unit;
- The Communication Unit;
- The Computer Systems Unit;
- The Translation Unit;
- The Reception, Mail and Liaison Sub-Department;

Under the authority of a Head of Division, the International Cooperation Division shall be responsible for:
- Monitoring relations with sub-regional, regional and international organizations in the Posts, Telecommunications and Information and Communication Technologies sector;
- Promoting and monitoring bilateral, multilateral, sub-regional and regional cooperation in the Posts, Telecommunications and Information and Communication Technologies sector;
- Following up files relating to State representation in organizations and national and international events in the Posts, Telecommunications and Information and Communication Technologies sector;
- Monitoring the payment of State contributions to sub-regional, regional and international organizations in the Posts, Telecommunications and Information and Communication Technologies sector.
- Monitoring jobs in international organisations in the domain of Posts, Telecommunications and Information and Communication Technologies with the aim of positioning high ranking national officials.


It shall comprise:

LEGAL AFFAIRS DIVISION'S MISSIONS

Under the authority of a Head of Division, the Legal Affairs Division shall be responsible for:

- Preparing and finalizing, all draft instruments, Laws or regulations initiated by the Ministry or submitted to the Minister for signature;

- Conducting the procedures for the settlement of disputes between operators and regulators;

- Expressing a legal opinion on matters concerning the Ministry;

- Codification of Laws and regulatory texts governing the activities of the Ministry;

- Ascertaining that all acts endorsed by the Ministry are lawful;

- Promoting and popularizing legal culture within the Ministry; - Processing petitions for reprieve directed against the acts produced by the Ministry, in conjunction with the operational structures concerned;

- Defending the interests of the State before the courts when the Ministry is involved in a suit, in conjunction with the competent services of the Ministry of Justice.

It shall comprise:

- the Regulation and Studies Unit

THE PROJECTS, STUDIES AND PROSPECTIVE DIVISION

Under the authority of a Division Head, the Projects, Studies and Prospective Division shall be responsible for:

- coordinating the implementation of transversal or specific programmes and projects; - evaluating and following up the implementation of the above mentioned programmes and projects;

- keeping a data bank on transversal or specific projects; - observing, analysing and assessing telecommunications contracts, in conjunction with the Telecommunications Regulatory Board;

- assessing social and economic stakes in the domain of telecommunications and information and communication technologies;

- assessing economic stakes of the regulation;

- preparing the specifications of contracts to be entrusted to the Bureau of Studies;

- keeping and publishing statistical data on Telecommunications and Information and Communication Technologies;

- preparing meetings for the Inter-ministerial Committee in charge of controlling the consumptions of public services electronic communication means;

- keeping the phone directories and billing file for the electronic communications means consumption of social and economic studies for public Administrations, in the domain of Telecommunications and Information and Communication Technologies;
- identifying and developing national infrastructure programmes and projects, in conjunction with operators of the sector;

- implementing national infrastructure programmes and projects ;

- developing, implementing and assessing the Telecommunications and of Information and Communication Technologies sector strategy, in conjunction with operators and development partners of the sector;

Under the authority of a Director, the Department of General Affairs shall be responsible for: -Implementing Government’s policy as far as the management of the Ministry’s human resources are concerned; - implementing the Government policy in the domain of training the Ministry’s staff; - recruiting subordinate staff;
- coordinating the development of a training plan for internal staff;
- Following up the improvement of working conditions; - Preparing internal staff management instruments; -Preparing the transfer of staff within the Ministry;

NETWORKS AND INFORMATION SYSTEMS SECURITY DEPARTMENT

Under the authority of a Director, the Networks and Information Systems Security Department shall be responsible for:

- developing and following-up the implementation of the national policy in the domain of electronic communications networks and information systems protection and security, and the security audit certification , in conjunction with the National Agency for Information and Communication Technologies;

- promoting electronic communications networks and information systems security;

- following-up the evolution of issues related to the security of networks and certification activities;

- coordinating the national plan of the activities leading to the securement and the protection of electronic communications networks and information systems;
- controlling the compliance of files relating to the issuance of authorizations to Certification Authorities, security Auditors, security consultants, security solutions integrators, publishers of security software and other security service providers;

- controlling the compliance of files relating to the issuance of Mutual Recognition Agreements to foreign certification authorities with Cameroon certification authorities;

- controlling the compliance of files relating to the issuance of homologation titles for cryptography equipment after examining the files thereto by the National Agency for Information and Communication Technologies;

- laying down pricing principles and rules for networks and information systems security services, as well as services provided by the National Agency for Information and Communication Technologies;

- popularizing protective measures for the populations against cybernetic criminal acts;

- securing the State's critical infrastructure and Public Administrations and deconcentrated Territorial Communities applications, in conjunction with Administrations and Organisations concerned;

- centralizing statistical data in the domain of cybersecurity and cybercrime;

It shall comprise:

− Ensuring research and development in the domain of Information and Communication Technologies, in conjunction with Administrations and Organizations concerned;
− Participating to the development of national standards of Information and Communication Technologies, in conjunction with Administrations and Organizations concerned;
− Ensuring the technological watch as concerns Information and Communication Technologies;
− Bringing technical support to the development of electronic communication services in Public Administrations and Deconcentrated Territorial Communities;

− Developing national standards for postal infrastructure, equipment and networks, in conjunction with Administrations and Institutions concerned;
− Harmonizing standards for the interoperability and interconnection of postal networks;
− Examining homologation files of postal networks interoperability and interconnection partnerships;
− Popularizing postal infrastructure and equipment standards;
− Defining identification codes of postal networks;
− Following up and assessing the implementation of technical partnerships in the postal domain;
− Popularizing postal buildings and networks standards;
− Coding and addressing in the postal domain, in conjunction with the Administrations concerned;
− Ensuring the strategic watch of postal technologies and engineering;

- Studying and preparing the technical files relating to the adaptation of the Laws in force to technological, economic and social evolutions in the Postal, Telecommunications, Information and Communication Technologies sector;
- Drafting, implementing and following-up concession and authorization conventions;
- Fixing financing conditions for universal postal service obligations;
- Implementing the regulation in the domain of Posts, Telecommunications, Information and Communication Technologies;
- The Secretariat of the Inter-Ministerial Committee in charge of frequency allocation;
- Keeping Public Administrations phone directory and billing file for electronic communications consumption means;
- Preparing regulatory texts in the domain of pricing of electronic communications and universal services cost, and services provided by the Telecommunications Regulatory Board and the National Agency for Information and Communication Technologies;
- Preparing decisions and procedural memoranda for the implementation of regulatory texts;
- Assessing the implementation of the regulation, in conjunction with Telecommunications Regulatory Board, the National Agency for Information and Communication Technologies and the Department of Postal Activities Regulation and Control;
- Following-up the changing trend of national regulations in the world;
- Implementing the international regulation of postal, telecommunications, information and communication technologies networks and services;
