Postal logistics chain actors share norms for fluid service
The seminar on the appropriation of the normative frameworks for key actors in the postal logistic chain, organized by the Ministry of Posts and Telecommunications was presided over by MINPOSTEL’s Secretary General, Mohamadou Saoudi, representing the MINPOSTEL boss on Tuesday, 24th September, 2024 in that ministerial department.
The transfer of parcels and mails within and without the country is an age old practice and presently on the rise especially with the coming of e-commerce. For a parcel to arrive its recipient, many actors with different norms come to play particularly the postal sector, customs and chamber of commerce. The huge and constant demand in this sector of activity shakes the relationship and operation that exist between these actors.
It is for this reason that the Universal Postal Union (UPU), in 2018 after noticing this threat within the member state of the five (5) zones of the world postal territory, enjoined member countries to create a framework regrouping all the actors concerned by the chain of collecting, processing, forwarding and distributing parcels and mails, to share their respective norms with one another for a more fluid service in the sector.
Within this backdrop, the Ministry of Posts and Telecommunications took to organizing a four day seminar on the appropriation of normative frameworks for key actors in the postal logistics chain.
The seminar which is at its 6th session was officially opened by the Secretary General of MINPOSTEL, Mohamadou Saoudi, Personal Representative of Minister Minette Libom Li Likeng, on Tuesday 24th September, 2024 in MINPOSTEL.
According to Mohamadou Saoudi, the report of this meeting which aims at making the postal services of Cameroon more effective and efficient and who’s recommendations are solicited by the National Committee for the facilitation of Exchanges (CONAFE), piloted in the Prime Minister’s office, should reflect the texts regulating the different sectors and the responsibilities assigned each actor for the amelioration of the quality of service of mails and parcels in Cameroon.
“The Postal Logistic Chain is a real lever for growth for the postal sector if and only if all stakeholders agree on a permanent collaboration in the popularization of the regulation of the regulatory texts which governs this segment of activity”, added the Minister’s Representative. It’s on this note that, while opening the exchanges, he called on the participants to exercise a participative and constructive attitude for a long lasting and resilient roadmap.
Going by Mr. Onezima Achang, UPU’s expert for Central Africa and Mme. MUTLEN Pauline Bikay, Director of Postal Infrastructure, Equipment and Network (DIER), the exchange is pertinent as actors need to share their respective procedures and constraints for a very fluid transaction amongst them for consumer satisfaction and for member state to better enjoy its dividend.
The platform is equally an opportunity for consumers to be schooled on what is expected of them when sending or receiving a parcel from abroad in terms of regulations, finance, transport, customs and security.
To meet the expectations of this session, topics such as the procedure and control related to the treatment of expeditions and transit, the presentation of the chain of different services and administration of the treatment and control of importation and exportation of parcels, norms in the management of prices, management of electronic payments, facilitation measures of exchange between actors on the national corridors among others will animate the debate.
The event features the focal points of DGD, DGSN, CAMPOST, SED, MINT, MINEPIA, MINAC, ADC, MINADER, CVUC, Chamber of Commerce, Chamber of Agriculture, ANOR, MINEPDED, MINCOMMERCE and officials of MINPOSTEL.
